Diagbox 9, no dialogue - Partner B9

I just received a full chip rev C device, but I cannot make it communicate with the vehicle. The following are things that I can confirm:

- Tried all versions of diagbox available on DiagToolbox, with a clean after each install.
- Tried Fantomel Diagbox v9 in VM
- Interface checker identifies the VCI as "921815 C" and lists 4.4 or 4.5 as the firmware depending on the revision of Diagbox last connected.
- Windows device manager identifies VCI as: ACTIA USB Devices > USB Com Board Evolution Driver (UMDF)
- No USB Errors found in Device Manager
- VCI LED continually lights up green
- Vehicle OBD measures resistance of 60ohms across pin 6-14 with the ignition off
- Vehicle OBD accepts two other basic readers
- Diagbox identifies a VCI is connected
- All firewalls and anti-virus are switched off
- All variants of Partner and Berlingo tried within Diagbox
- Diagbox tried with and without compatibility check
- Windows 10 64bit - USB 3.0 (black socket marked "ss")
- WiFi active but no network connected
- VCI module opened and all 7 chips counted
- Continuity between VCI connector and OBD connector confirmed successful with multimeter
If I try to link to the car, I select my vehicle Partner(B9) but the VIN is not populated, I can manually enter but the compatibility check fails and the global test returns "no dialogue" for all ECU's.
It feels like I am so close but there is something wrong, maybe a driver issue or perhaps the VCI is bad, but it is recognised by the interface check and USB driver.
Also regarding internet, is it acceptable to not be connected to a network or do I need to connect to a network that has no modem?
