Installation of DIagbox 09.85 (2019)

I’m trying to install DIagbox 09.85 (2019), which is included inside the PSA DIAG FREE installer.
It explicitly says there that this is the recommended version to install.
But the problem is that the installation file does not fully download — it stops at around 97%, and then the installation process starts anyway, which naturally causes the installation to fail.
How can this problem be fixed?
